Crime Scene Photography
Tuesday November 2 & Wednesday November  3

The first two days of class will be Crime Scene Photography with an emphasis on the NFPA 921 aspects of photography.

This will include lighting, composition and techniques to make sure the photo is relevant to the investigation.  He will also include doing photo diagrams, witness viewpoint photographs, evidentiary photos and victim photographs.  The class will also include presentation techniques in courtroom settings.  
Instructor
Michael J. Brooks  

Michael J. Brooks is the co-founder of the International Academy of Public Safety (IAPS), where he serves as Chief Executive Officer. In this capacity he overseesall executive operations and training division of the IAPS. As well, he serves as an instructor in the Forensic Program specializing in the Crime Scene Photography and Forensic Photography disciplines.


Michael served with the federal government for a total of 25 years with the United States Air Force as a Combat Photographer, the FBI as a Scientific & Technical Photographer, and as the Sr. Instructor of Scientific and Technical Photography at the FBI Academy where he obtained his training instructor certification. He retired from the FBI in 2007.
 
Mr. Brooks has assisted in over 1000 investigation in his career and has trained over 10,000 members of the public safety community from all 50 states and many countries around the world. He has presented more than 50 lectures at the FBI Academy.

Mr. Brooks has also conducted over 100 specialized workshops for all levels of personnel in the public safety community. Over the past decade he has been a frequent lecturer at numerous public safety conferences.

Mr. Brooks is a recipient of the prestigious John Levitow Award for Leadership from the U.S. Air Force and has also been decorated by the FBI Director.


Introduction to Wildland Fire Investigation

Purpose:
The purpose of this course is to provide structure fire investigators with an overview of wildland fire investigation techniques.  It will provide the basic concepts of FI-210 Wildland Fire Origin and Cause Determination.  The National Wildfire Coordinating Group (NWCG) FI-210 course is internationally recognized within the wildland fire community as the premier course to teach the practices and principles of wildland fire investigation.

 
Objectives:
       Review of wildland fire behavior
       Identify burn pattern indicators to locate the origin of a wildland fire.
       Recognize arson indicators as they pertain to wildland fires
       List various causes of wildland fires and their cause indicators

Practice the process of identifying the origin area in a field exercise (weather permitting).

All attendees will receive a Wildfire Origin & Cause Determination Handbook.  The handbook is designed to assist a Wildland Fire Investigator in identifying the point of origin, protecting potentially valuable evidence, and documenting and collecting that evidence, so the cause can be determined accurately.

Carrie Bilbao - Lead Fire Investigator & Fire Trespass Coordinator
 
Carrie is the Lead Fire Investigator & Fire Trespass Coordinator for the Boise District BLM.  She has 18 years of wildfire investigation experience with over 750 wildland fires investigated.  She is a qualified Wildland Fire Investigator, Advanced Firefighter/Squad Boss, Incident Commander Type 5, Prevention Technician, Engine Operator, and serves on a Type 2 Incident Command Team as a Training Specialist for national response.  Carrie served on the NWCG Fire Investigation Working Team to develop the Wildfire Origin & Cause Determination Handbook and on a committee to re-write the BLM Fire Trespass Handbook and Manual.  In the years working for the federal government, Carrie has instructed and facilitated over 22 fire investigation classes throughout the region and has served as a Federal Law Enforcement Training Center instructor cadre member to teach wildland fire courses for Homeland Security

Kevin Conran, Fire Mitigation/Education Specialist

Kevin began his career in 1985 on the Big Horn National Forest working on a timber marking crew, and then on the Wyoming Hotshots.  He continued to work seasonally for the Kootenai National Forest on fire crews the next few seasons while attending the University of Montana, majoring in Forestry. In 1988, he moved to the Nez Perce National Forest in Idaho as the Fire Crew Foreman on the Selway Ranger District.  Kevin stayed on the Nez Perce for the next 12 years and worked as a District Fuels Specialist, District AFMO, and finally a Forest Dispatcher.  In 2000, he moved to the Caribou-Targhee National Forest as the Assistant Dispatch Center Manager at the Eastern Idaho Interagency Fire Center.  In 2002, he accepted a position on the Caribou-Targhee NF in fire prevention and community fire assistance.  In 2004 he accepted a position with the Idaho Falls District BLM as Fire Mitigation/Education Specialist. Currently he manages the district fire prevention and education program, the fire investigation program and the majority of his position duties focus on working with communities, local fire departments and local government officials on projects aimed at mitigating the effects of wildfires on communities.
